Ambassador Carla Hills is Chair and Chief Executive Officer of Hills & Company. Carla served as U.S. Trade Representative in the first Bush Administration and as Secretary for Housing and Urban Development in the Ford Administration. She successfully led U.S. negotiations for the North American Free Trade Agreement. Carla was Assistant Attorney General heading the Civil Division of the U.S. Department of Justice. She co-founded and was a partner of what is now Munger, Tolles, & Olson LLP. Carla has served on the boards of several Fortune 500 companies, including AIG, AT&T, Chevron, Gilead Sciences, IBM, Time Warner, and United Airlines. She is a member of the JP Morgan International Council. Her service on not-for-profit boards includes chairing the National Committee on U.S.-China Relations, co-chairing the Inter-American Dialogue and the Advisory Board of the Center for Strategic and International Studies, and serving as the Chair Emeritus of the Council on Foreign Relations (after being its co-chair until July 2017).

Thomas R. Pickering

Vice Chair
Ambassador Tom Pickering is Vice Chair of Hills & Company. Tom served as Under Secretary of State for Political Affairs under President Clinton and as U.S. Ambassador to Russia, India, Israel, El Salvador, Nigeria, and Jordan. He was the U.S. Ambassador to the United Nations in the first Bush Administration, and held positions including Assistant Secretary of State for the Bureau of Oceans, Environmental and Scientific Affairs, and Special Assistant to Secretaries of State William Rogers and Henry Kissinger. After government service, Tom joined The Boeing Company as Senior Vice President, International Relations and led its transition to a global organization. He chairs or serves on many not-for-profit boards, including The International Crisis Group, and as Chairman of the Board of the American Academy of Diplomacy. Tom speaks French, Spanish, and Swahili fluently and also Arabic, Hebrew, and Russian.

Robert C. Fisher

Bob Fisher is a Managing Director at Hills & Company. Bob has over 35 years of experience in trade, investment, and economics and is a widely-recognized authority on market access. He served for nine years in the U.S. Trade Representative's office, including as the Director for Mexico and the Deputy Chief Economist. In the former role, Bob was the U.S. industrial market access negotiator for NAFTA. He spent four years as Trade Policy Commercial Officer at the British Embassy in Washington. Since joining the firm over 20 years ago, Bob has advised many Fortune 500 clients on issues worldwide.

Ambassador Alec Watson is a Senior Counselor at Hills & Company. Alec served as U.S. Assistant Secretary of State for Western Hemisphere Affairs, Deputy Ambassador to the United Nations, Ambassador to Peru, as well as charge d鈥檃ffaires in Brazil, Colombia, and Bolivia. After government service, Alec was the executive director of international programs of The Nature Conservancy and served as the President of the Pan-American Development Foundation and the Una Chapman Cox Foundation, among other not-for-profit boards.

Atman M. Trivedi

Managing Director
Atman Trivedi is a Managing Director at Hills & Company. He served as Senior Director for Policy in the Commerce Department鈥檚 international bureau and played a leading role on India. He was Chief of Staff in the State Department鈥檚 nonproliferation bureau. Atman worked as Senate Foreign Relations Committee Chairman John Kerry鈥檚 Counsel on India and Southeast Asia, and advised him on China, Japan, and Korea. He previously led Kerry鈥檚 activities on defense, intelligence, and homeland security. Atman was an international trade lawyer at WilmerHale LLP.

John Frisbie

Managing Director
John Frisbie is a Managing Director at Hills & Company. He served as President of the U.S.-China Business Council (USCBC) for more than thirteen years, where he successfully led USCBC鈥檚 membership of over 200 American companies and a global-CEO board of directors in advancing the commercial relationship with China. He previously worked at The General Electric Company in business development roles in China and Asia. His areas of expertise include mergers and acquisitions, commercial negotiations, operating best practices and execution, strategy development, trade and investment policy analysis and advocacy, US and Chinese government relations, and media relations.

Santiago J. Herdoiza

Associate Director
Santiago J. Herdoiza is an Associate Director at Hills & Company. He provides research and analysis on trade and investment in emerging markets, including Latin America and India. Santiago previously held positions at the Atlantic Council's Adrienne Arsht Latin America Center and in the Executive Office of the OAS's Secretariat for Strengthening Democracy. Santiago has a B.A. in Political Science and History with a focus in U.S.-Latin America relations from Clark University.
